Roadway and Infrastructure Improvements Program Update - May 2, 2022

Due to construction equipment and public safety, vehicular and pedestrian traffic during the reconstruction phase will be restricted between 7 am to 5 pm daily (Monday-Saturday). Access to driveways will also be interrupted for up to 12 days while restoration activities commence.

The Village and our contractor DiMeo Brothers, Inc., understand the importance of access to homes by residents and will strive to minimize the impact to access. DiMeo Bothers, Inc. has attained every milestone in his project schedule barring weather related delays.

To minimize the disruption, the Contractor is scheduled to complete the roadway reconstruction work in upcoming 12-day period for the areas described above (Phase 1) of the overall project.

The access to your driveway will be interrupted from 7 am on Monday, May 16, 2022, until 3:30 pm on Friday, May 27, 2022.

Vehicular access and parking to streets under Phase 1 Road Reconstruction, will be restricted during the hours of 7 am to 5 pm, Daily (Monday through Saturday). After 5 pm through to 7 am the next day, you may park your vehicles and access your street by car. There are no Sunday restrictions. While your driveway access is disrupted, any attempt of access will damage the work and cause delays to the project. 

We understand that residents may need curbside access to their homes during daytime working hours (7 am to 5 pm – Monday to Saturday) for 1) Scheduled Deliveries, Pick-ups, Service Calls and Refuse Collection; 2) Access for Disabled Persons; and 3) Emergency Conditions. 

  1. If you have Scheduled Deliveries, Pick-ups, or Service Calls, please contact Mr. David Barnas, Resident Engineer with Robinson Engineering at 224-723-8801 to coordinate. The Contractor will assist the refuse collection company with refuse collection. Place leave your containers on the house side of the stringline that will be installed for the construction of the curb and gutter.
  2. Access for Disabled Persons – The Contractor will provide a ramp between the roadway and the sidewalk with a gap in the curb and stringline for unimpeded access. Please contact Mr. David Barnas, Resident Engineer, at 224-723-8801 to coordinate.
  3. Emergency Vehicles will be able to travel on the roadway being reconstructed and will be given the right-of-way by the Contractor. 

As an alternative to moving your vehicle daily, Overnight Parking will be allowed on nearby streets that are outside the limits of the Phase 1 roadway reconstruction area. See attached map for approved overnight parking locations. The police will be notified to not ticket vehicles parked overnight. We suggest you contact the police department with your vehicle’s license plate number, and also place the included “Overnight Parking Allowed” sign on your dashboard.

Beginning Monday, May 2, 2022, and continuing through the week, sidewalks (except at driveway apron replacements), that are required to be replaced, will be removed, replaced, and allowed to cure in time for the resident to use the sidewalks to avoid ongoing reconstruction work and obstructions while accessing their home and parked vehicle(s). Beginning Monday, May 9, 2022, and continuing through the week, the contractor will begin to excavate the roadway, place aggregate base, and remove driveway aprons to be replaced, along with temporary aggregate for access.

The Phase 1 work includes roadway, driveway apron and sidewalk replacements. At driveway aprons, temporary aggregate will be placed at sidewalks and driveways for access until access is restricted. The Roadway reconstruction will consist of removals and excavation to sub-grade; placement and compaction of aggregate base course; excavation, placement of base course, grading and compacting of base course; stringline placement for curb and gutter, placement of concrete curb with cure time of concrete; placement of concrete aprons and adjoining sidewalk with cure time; first lift of asphalt driveway aprons and placement of asphalt roadway to two-inches below final grade. The final course of asphalt roadway and asphalt driveways will be placed at the end of the Project to avoid damage to the final surface from construction equipment. Sod is scheduled to be placed after Memorial Day Weekend.

We will send or deliver future notices of construction updates and closures, as the project progresses. You can also check the Village website at www.itasca.com for additional information.

We understand that the roadway reconstruction will impose inconvenience to our residents and we are committed to working with you during this stage of construction to minimize the disruption. We ask for your full understanding and cooperation during construction, and look forward to an improved stormwater system, water distribution system, and roadway network upon implementation of these improvements.

Please note that the schedule includes some expected weather delays; however, may need to be adjusted or extended. The Contractor will do their best to complete the work within the anticipated 12-day period.
